It seems to affect all building works - my faction also failed to add to a sawmill this turn :-(

Your unit does not seem to have 250 silver. Are you sure there were 250 silver available, especially considering that silver given to another unit during this round is not available to other units for use in construction or otherwise?

Yes and no. The silverpool encompasses all the money that units have neither reserverd (via RESERVE) or received (via GIVE) during this round. If the quarry-builder had gotten the money personally, he'd have been able to use it, but when giving it to someone else, that person will hold on to it for this round.
